That's nearly right.
But it is also when the serial monitor is docked in the lower left corner and to the right there is enough space for the tooltip.

The controls in the overflow have no issue with the tooltips. The speed combo never goes to the overflow.

2) undock by dragging the serial monitor tab name, hold the CTRL key to stop it attempting to re-dock. when the monitor is un-docked I expect you still see the same issue if you maximize the window but no issue when no maximize with plenty of room for windows to display the tool tip other than on top of each control?

Yes. If there is enough room below the serial monitor, does not matter if docked or not, it ist OK. But if the lower border of the serial monitor comes near the lower end of the screen, ist starts hiding the combo, even if there is enough room right of it.
By the way, that's not a big problem, I can work. It's a "could be better if possible" topic
And it also is not urgent.
